The design thinking process was adopted as a strategic approach to ensure the success of MOHRE’s Inspector and Evaluation platform. This user-centric methodology focused on deeply understanding the workflows, challenges, and responsibilities of various stakeholders—such as inspectors, investigators, and internal MOHRE staff. By leveraging research data provided by PWC, the team conducted thorough analysis, ideation, and iterative prototyping to refine features and improve usability. Close collaboration with MOHRE stakeholders, developers, and business analysts enabled the creation of a role-based system that streamlined complex processes like case creation, campaign management, and field inspections. This iterative and collaborative design process helped deliver a scalable, intuitive platform that supports efficient operations while aligning with the UAE government’s digital transformation goals.

User Study & Roles

Group 7392.png

User Study for following was done:

  • Stakeholder interviews to understand responsibilities and goals

  • Task analysis for each role

  • Role-specific personas

  • Journey mapping for each user type

  • Role-based dashboards and interfaces

  • Access control and permission mapping in collaboration with developers

Pain Points

Outdated Interface & Workflow Complexity: The existing platform featured fragmented workflows and a non-intuitive interface, making it challenging for inspectors and internal staff to perform tasks efficiently.

Inconsistent Information Architecture: Key actions like case creation, campaign setup, and task assignments were buried within cluttered navigation, leading to inefficiencies and errors.

Lack of Role-Based Personalization: The previous system did not adequately differentiate experiences for roles such as Inspectors, Investigators, and MOHRE employees, resulting in a generic, non-scalable experience.

Limited Accessibility & Visual Consistency: The interface lacked consistency in visual hierarchy, accessibility compliance, and UI patterns—impacting usability across web and mobile platforms.

Alignment with UAE Government Standards: To address these issues, the redesign followed the official UAE Design System, ensuring compliance with national digital service standards, accessibility guidelines, and cohesive design language across platforms.

Web and Mobile Platform Design for MOHRE’s Case Management System

A dual-platform solution for MOHRE’s Inspector and Evaluation system, designed to streamline case management and field operations. The mobile app empowered inspectors and investigators with tools for real-time case handling, on-site documentation, and offline access. The web platform enabled MOHRE employees to create, assign, and track cases and campaigns through intuitive, role-based dashboards. Together, both platforms improved operational efficiency, accountability, and user experience across departments.

Final Design (Wireframes & Mockups)

The screen prominently features UAE PASS as the primary login method—reinforcing the nation’s unified digital identity strategy. A clean modal interface is placed centrally against a visually engaging skyline of the UAE, subtly reinforcing national identity while keeping user focus on the login process.

Key design decisions include:

  • Primary action button styled for high visibility and accessibility.

  • Legacy login warning to nudge users toward UAE PASS adoption.

  • Clear secondary links for email login, registration, and help access.

  • Minimal distraction with focused modal layout and a  background image.

  • Inclusion of newsletter and footer navigation for secondary engagement.

Implementation & User Testing

Once the final prototype for the MOHRE Inspector and Evaluation System was approved, we closely collaborated with the development team to begin implementation. We delivered detailed design specifications aligned with the UAE Design System, covering all layouts, interactions, and component behaviors across both web and mobile platforms.

To maintain alignment and resolve blockers efficiently, we held weekly sync-ups with developers and the product manager. During this phase, we also conducted regular internal reviews to ensure fidelity between design and development output.
